European B2C e-commerce reached €911 billion in 2025, up 7% year on year, according to the European E-commerce Report 2026. Amazon sits at the centre of that market, and in 2024 it took €10.5 billion of the €14.3 billion spent on retail media in Europe, according to IAB Europe figures cited by IntoTheMinds.
That concentration is why Amazon PPC in Europe is both an opportunity and a trap. One Seller Central account can reach Germany, France, Italy, Spain, the Netherlands, Poland, Sweden and Belgium. But each of those marketplaces has its own language, search behaviour, competitors and cost per click.
This guide covers nine agencies that manage Amazon PPC for brands selling in Europe in 2026. Each was assessed on:
- Amazon Ads partner status and Amazon-specific focus
- Native-language coverage across the main EU marketplaces
- Capability beyond Sponsored Products, including DSP and Amazon Marketing Cloud
- How the agency gets paid
- Evidence that can be checked independently
Why Amazon PPC in Europe is harder than in one country
Each marketplace is a separate auction
Amazon.de, Amazon.fr, Amazon.it and Amazon.es run separate ad auctions with their own keywords and bids. A campaign that is profitable in Germany can lose money in Italy if it is simply translated and copied.
Shoppers search in their own language and phrase problems differently. Good European PPC starts with local keyword research in each market, not with machine translation of German keywords.
Market sizes are very different
Figures come from the European E-commerce Report 2025 and its 2026 update. Each country applies its own methodology, so treat them as orders of magnitude rather than precise comparisons. The UK figure is goods-only after a methodology change, as noted by Eightx.
Budget allocation across countries should follow profit, not just market size. An agency should be able to explain why it would spend more in one marketplace than another.
Growth is shifting south and east
Western Europe recorded the slowest growth in 2025 at 5%, while Southern and Eastern Europe grew faster, according to the European E-commerce Report 2026 summary. The pattern held in 2024 too, when Southern Europe grew 9% to €182.9 billion and Eastern Europe grew 18% to €19.9 billion, according to the European E-commerce Report 2025. For PPC, that often means less crowded auctions in markets such as Spain, Italy and Poland compared with Germany.
Local teams make the difference
Hannes Detjen, co-founder of Hamburg agency Remazing, explained in an interview how his agency handles this: for every country where Amazon is active, a dedicated country team:
“kennt unser jeweiliges Country Team mit Muttersprachlern die lokalen Besonderheiten” (“our country team, with native speakers, knows the local specifics”)
— Hannes Detjen, Co-Founder and Managing Director, Remazing

That is the right question to put to any European PPC agency: who exactly writes and manages your French, Italian and Spanish campaigns?
Compliance sits next to advertising
Selling across EU marketplaces brings VAT registration, packaging and EPR obligations in countries such as Germany and France, and customs questions for UK and Swiss shoppers. These are not PPC tasks, but a suppressed listing or a blocked account stops every campaign. Ask how an agency coordinates with whoever owns compliance.
Amazon dominates European retail media
Retail media is no longer a niche line in the media plan. Worldwide retail media spend passed $178 billion in 2025 and overtook television for the first time, according to WPP Media figures cited by IntoTheMinds. In France alone, e-retail media revenue reached €1.38 billion in 2025, up 13%.
Amazon’s share of the European retail media budget, around €10.5 billion of €14.3 billion in 2024, means that for most brands, “retail media in Europe” and “Amazon PPC” are close to the same thing. That is why an agency’s Amazon depth matters more than its list of other retail networks.
The global auction keeps getting more expensive
Amazon’s worldwide advertising revenue reached $68.6 billion in 2025, up 22% year on year (Marketplace Pulse). In Germany alone, Amazon generated an estimated €3.62 billion in ad revenue in 2024, up nearly 24%, according to Pacvue.
How we evaluated Amazon PPC agencies in Europe
- Amazon focus: Agencies built around Amazon rather than general digital agencies with an Amazon add-on
- Partner status: Amazon Ads Verified or Advanced Partner, SPN membership, or holding company backing
- Language coverage: Native-speaker teams for the main EU marketplaces
- Advertising depth: Sponsored ads, DSP, Amazon Marketing Cloud and reporting
- Commercial model: Retainer, percentage of spend, performance fee, or flat fee
Sources note: several European agency rankings are published by agencies that rank themselves first. Facts drawn from them are labelled, and self-reported results are marked as such.

Which type of European PPC agency fits you?
For Amazon.de and the other EU stores, a European agency with native-language teams is usually the better choice. For Amazon.com and Walmart.com, a US-native specialist will understand the auction, the shopper and the logistics better. Many brands use one of each.
How European Amazon PPC agencies charge
Very few European Amazon agencies publish pricing. The main models are:
- Monthly retainer: a fixed fee for agreed scope, common among full-service agencies
- Percentage of ad spend: the fee grows as budgets grow, which rewards spending more
- Performance fee: tied to revenue generated, as LuminaCode describes
- Flat fee with no ad spend link: the model Xneeti uses at $999 to $1,999 per month
Ask whether a quote covers every marketplace or is priced per country, and whether DSP is included. Our Amazon agency pricing guide explains the trade-offs, and our Amazon PPC bidding strategies guide covers what good optimisation looks like.
Questions to ask a European Amazon PPC agency
- Which marketplaces do you manage live today, and who manages each one?
- Are your French, Italian and Spanish campaign managers native speakers?
- How do you decide budget allocation across countries?
- Do you run Amazon DSP and use Amazon Marketing Cloud?
- How often do bids change, and what triggers a change?
- How do you handle VAT, packaging and compliance issues that block campaigns?
- Is your fee per marketplace, a percentage of spend, or flat?
Why Xneeti works for European brands targeting the US
Europe’s best Amazon agencies are built for Europe. When a European brand moves to Amazon.com, it needs a partner built for the US auction, US shoppers and Walmart.
- Hourly AI optimisation with a dedicated strategist
- US-native, Rufus-aware listings
- In-house creative and video
- A flat fee with no percentage of ad spend
